Did Maul Even Want to be a “Shadow”

In the first couple of episodes it established through dialogue, that Maul wishes to remain a shadow. However, contrary to his words, handles business himself, making no attempts to conceal his face, identity, or lightsaber for that matter.

This is both at odds with his careful, intellectual, characterization in Clone Wars and Rebels and just plain stupid. Was the man’s entire plan hinging on the fact that an officer, Lawson, who he did not know would hide his presence on Janix from the Empire? If not, what’s the deal?
