Planet labs=Department of defense That alone should make us pause. Under the current administration, we have zero guarantees that new surveillance data won’t be shared, repurposed, or weaponized against vulnerable residents. Why is the planning department asking the taxpayers to pay 600,000 to lose our freedoms.

This isn’t about “catching violations.” While the B.O.S already approved this invasion of privacy with satellites, we now have the chance to rid our county of it before lose control over who uses it. Before it was a terrible invasion of privacy now it is a danger like we have never known. Defund this bullshit do not approve the contract. Humboldt has a long history of government overreach, opaque decision‑making, and misuse of enforcement tools. Given the fact that we are sharing this information with agencies who do not honor public will. Code Enforcement and its access to satellite imagery is not “modernization.” It’s poor judgment and a dangerous escalation. We can stop this by saying the public doesn't want to fund this. DEFUND THE SURVEILLANCE STATE.

We need to speak out. We need to tell the Board of Supervisors that Humboldt County should not be a testing ground for the surveillance state. Our community deserves transparency, accountability, and basic respect for civil liberties not high resolution orbital monitoring.

**(FFD NOT FPD )**Humboldt County keeps saying the problem is a lack of funding, but the record shows the real issue is how emergency funding is handled once it arrives.The County’s own audit shows that the Fortuna Fire Protection District failed to submit required FEMA disaster‑funding reports, which meant the County couldn’t properly track or claim federal reimbursement. Millions in FEMA receivables went unrecorded because the documentation simply wasn’t provided. (2022 we just got this audit report a few months ago please forgive me that these reports came to the public's awareness late)

The audit goes even further. It states: “During our audit, we noted that the Fortuna Fire Protection District, a discretely presented component unit, excluded the Volunteer Fire Department, a blended component of the district, from its financial statements. In addition, the District reported its financial statements on the modified cash basis of accounting. We have thus issued an adverse opinion on the presentation of the Fortuna Fire Protection District as it relates to the County.” When a district receives an adverse opinion for excluding required financial units and using an improper accounting basis, that is not a funding shortage. That is a failure to meet basic financial reporting standards. It directly undermines the County’s ability to manage FEMA disaster funds and puts future federal funding at risk. Mismanagement of Humboldt County’s Opioid Funding: DHHS Failed to Record $7.56 Million, Audit Shows

I want to bring something important to the community’s attention, because it affects every one of us in Humboldt County. Years ago, our former Auditor‑Controller, Karen Paz‑Dominguez, warned the Board of Supervisors that the Department of Health and Human Services had serious internal control problems. She said DHHS was submitting manipulated invoices, using incorrect dates and incorrect amounts, and operating in ways that created opportunities for fraud. Now we have the 2025 audit, and what it shows lines up almost exactly with what she tried to tell the county.

The audit found that a total of $7,558,674 in opioid settlement funding was never recorded by DHHS. It was not partially recorded or incorrectly recorded. It was not recorded at all. Because of that, the County’s financial statements were off by more than $7.56 million.

The auditors classified this as a material weakness. In plain language, that means the County’s financial system is so weak that major errors or even fraud could happen and the County would not detect it. This is not a small bookkeeping mistake. This is a complete failure of oversight.

The opioid crisis affects every community in Humboldt. We all see the impact on our streets, in our neighborhoods, and in our families. The opioid settlement money was supposed to help address that. But because DHHS failed to record the funding, the public cannot see where the money went, how it was used, or whether it was used at all. There is no transparency and no accountability.

This is especially concerning when you consider that the Director of DHHS, Connie Beck, is paid $343,529 per year. That is about 30% higher than the California average and about 140% higher than the national average for similar positions. When the public is paying that level of salary, we should expect accurate financial reporting and strong internal controls. Instead, we are seeing the opposite.

The most troubling part is that this is the same pattern Paz‑Dominguez warned about. She said DHHS was submitting unreliable paperwork, changing dates and amounts, and creating conditions where fraud could occur. The 2025 audit shows missing dates, missing amounts, missing entries, missing receipts, and missing expenses. It is the same problem showing up again, only now with millions of dollars involved.

The public deserves to know where the opioid settlement money went. We deserve to know why it was not recorded. We deserve to know how DHHS is allowed to operate with this level of oversight failure. And we deserve to know what steps will be taken to make sure this never happens again.

with activity that isn’t budgeted, isn’t visible to the Board during the year, and requires manual fixes just to keep the books from double‑counting. That alone is a structural failure. But when you combine that with the independent governance report showing the County failed to record $3.1 million in cash receipts this year ,on top of last year’s multimillion‑dollar misstatements ,you’re looking at a financial system where money can move through off‑ledger accounts without real‑time oversight. This isn’t about politics or personalities. It’s about the fact that independent auditors keep finding the same pattern: too many off‑book funds, too many manual adjustments, and cash that isn’t being recorded on time. No other county in California operates like this, and the public deserves to know why Humboldt is still doing it.

“The County is currently maintaining more than 120 governmental trust funds to track activity benefitting the General Fund and other primary operating funds of the County.”

“Finally, as the County does not budget for any activity in several of these governmental trust funds, any deviations from the adopted budget are not apparent until after the end of the fiscal year and thus cannot be addressed when they occur.”

People should know this: the latest independent governance communication report — not the County’s regular auditors — found that Humboldt County is still failing to properly record cash receipts. This year alone, the County didn’t accrue three separate cash payments totaling $3.1 million

which means that money never showed up in the financial reports the Board of Supervisors relies on. Last year, an independent finding showed another $7.56 million in misstatements tied to unrecorded receivables and settlement activity. When millions in incoming cash never hit the books on time, it creates a blind spot where oversight is impossible and fraud risk skyrockets because unrecorded money can be delayed, diverted, or misclassified without anyone at the policy level knowing. The Supervisors can’t provide oversight if the financial reports they’re given are missing millions of dollars. This is a pattern now, not a one‑off mistake, and the public deserves transparency about why basic cash‑handling controls still aren’t working. (This is from 2025 so they pretty much don't give a fuck and are in the open not reporting CASH payments)
