What dictates who "holds" conquered territories

I have just finished my first conquest of the US and England as fascist Australia. But something that I noticed early on in the run was that when I was taking land in the Pacific it was under my name or Japans. I figured this had to do with who had claims on what.

In Africa it seemed like it was practically random who would get the territory, sometimes me sometimes Italy, sometimes the Reich (often it would shift from Australia to Italy). This sort of matched my expectations since I didn't have claims in Africa.

But in the US, despite my troops being the only forces that landed and took the whole eastern seaboard before allies came, the land all went to Vichy France?

So is it claims based or something else? The UK went to Italy for some reason.

I'm not talking about the peace deal itself but during the game.

Unlocks not working?

Recently rebought hitman on steam and going through getting all my unlocks. I have just completed the Cheveuo calibration but can't select the ghost for other missions?

Do I have to unlock a sniper rifle through mastery of a level such as sapienza? Or should I be able to use it straight away?

Australia Guide

I'm new to hoi4 and have watched and read a decent chunk of stuff to try and understand the game. I've had a few runs on super easy to sort of get the gist of the different mechanics and try out ideas.

Unfortunately nothing I do feels good, especially compared to some videos I've seen where it seems a good player can conquer half the world by the time I'm summoning my cabinet.

What I am after is guidance on:

​

  1. Starting moves ie: normally I make as many civilian factories as possible practically until cap. I go for techs that give civ factories, docks, and mils while trying to resolve the depression ASAP.

Is this fine? Is there a sweet spot of civilian factories I should aim for or should I prioritize infrastructure first? Can resource trade be relied upon to compensate instead of building civ factories myself?

  1. I have had the some success with a mixed fleet, but it feels like it takes forever. I see pure destroyer spam being the best, is this the only viable Navy? I've tried super stealthy sub's bit they still seem to get sighted no matter what upgrades I get them. I tried aircraft carriers as well but early on struggled with building Navy and aircraft in good numbers.

  1. Is it feasible to defend/seize the Pacific with only heavy bombers and heavy fighters + paratroopers? In my last two runs I tried heavy fighters as my naval strikers and they did really well with recon craft, with my recent attempt focusing on naval bombers to better utilize the doctrines with naval targeting but their small wing size meant they didn't really kill much.

  1. Is chromium meant to make you stay on lower techs? I feel like I don't understand chromium at all. I have a small pile in Victoria. Is this meant to fund only 1 or 2 "mainliners" you build around?

  1. Is it worth teching into synthetic stations for rubber? For my airforce themed runs it was crucial but they don't generate regular fuel (rip wasted tech time) and then construction time/space on them over mils or docks?

  1. The national focus tree. The lang plan seems like a trap because the alternative is unlimited steel? There is actually a few choices in there that I don't understand at all. Such as the wool plan that alters trade weights with the UK. Actually pretty much anything to do with the overlord mechanic.

  1. Are trains worth building/using? I often find myself thinking I should build a train from Sydney to Darwin and across the islands but I'm not sure I understand supply via train vs harbour.

​

If anyone can answer any of these or point me in the direction of a "baby's first Australia" video I'd be super thankful.
