My brother tried 4 different GFCI outlet on an outside fence circuit with nothing plugged into anything. The breaker would instantly trip/never allow the breaker to set. He only had 2 outlets on posts hooked up to the wiring, joined in a conduit T. After trying 4 different GFCI plugs, he replaced it with a normal outlet and the breaker no longer trips. The GFCI plugs never tripped themselves, the breaker did.
