Question about once per turn and negates

If you have a card whose activation or effect is once per turn (NOT once per copy), if your opponent negates that activation or effect, can you use another copy of the card right after?

In essence what I want to know is that when a card says its activation or effect is once per turn (again, not once per copy), does that only refer to when you actually get to activate the card or get usage out of its effect, or does the limit kick in even by you just "attempting" to activate the card or use its effect?

Returning player looking for deck

Hello! I'm returning to Yugioh after about 13 years away. I'm planning to mostly play advanced format TCG in person at locals (haven't gone yet). I made a Blue-Eyes deck based on YouTube deck build videos and managed to duplicate the deck in Master Duel for practice.

I've almost completed solo mode in Master Duel, and while I like the deck, one gripe I have is that my first turn in every duel feels the same. It's like my deck has a combo that it "does" and my degree of success depends largely on whether I complete that combo. Since most duels so far only last one or two turns, they all kind of feel the same.

It's a good deck, but I'm wondering if there's something more dynamic? A deck where there isn't a most optimal path that you're trying to perform at the start of every duel? I've never played efficiently like this before, back in the day it was just make some shit up on the spot. I am winning way more now admittedly.

I'll still play Blue-Eyes, but I'd like to find a deck that feels even better to play. Some other archetypes that seem cool are Relinquished, Gladiator Beast, Six Samurai, Enneacraft, Red Dragon Archfiend, Stardust, Elemental Heros, and Psychics. Any advice on a deck I should look in to would be appreciated!
