Heat pump incentives - NY

2500 sqft house in NYC suburb. 25+ year old AC system so prepping myself for replacement soon.

I'm considering a central air source heat pump. Would want to keep my baseboard heating as a backup. What can I expect cost wise? How much would rebates contribute? Really have no baseline of what to expect so curious about people's experience and thoughts.

Jandy Cartridge Filter Drain Plug

First time pool owner. I have a Jandy CL 580. After opening yesterday our PSI jumped by about 12 from the baseline so I went to open up the filter and clean it. When I opened the drain plug it just kept spewing water for several minutes until I shut it off as it was near my foundation and it didn't seem like slowing down. Why was it continually draining? I bled the air and shut off the valves to the pump/filter. I have no idea what I am doing wrong. Thanks for any help.
