Is there a NewGRF with blank tiles which are both terrain- and snow-transition-aware?
I am looking to block houses being built along roads through mountainous terrain (road types which permit roadside development).
I know EmptyGRF has blank tiles but those tiles do not transition smoothly with snow. At least not in the Japan set 3 landscape - they go directly from no snow to full snow. On the other hand, sets like JP style objects contain some non-blank tiles which otherwise do exactly what I am after. Does anyone have any solutions?

This is the R49 service from Kreuzlingen to Immensee via Zug which can be found in the southeast of my network diagram.
Pulse scheduling in practice
A complete 64-day cycle at a station in my network. For reference this is called Baar station and can be found as the northern terminus of the IC3 service in this network diagram that I posted some time ago. (I will post an updated version of the diagram soon).
The entire network is cyclic and repeats every 64 days in-game, Baaring a few exceptional services (hehe). I like to think of this as representing a 30-minute period. At this station in particular, all services (except for the intercity) are timed to connect and will not depart until all other services have arrived.
