Why was the Chief Proctor so dismissive about Ragging? Is he an HBTU alumni? I noticed that his tone indicated that formats, senior chatugari and all that other bhang bhosda, 'soft ragging', is still in the chalta hai phase... Honestly it's pretty fucked up...
