Pre-1920 Kresy: Pure secondary stack + no official archive search letter
I am contemplating applying for citizenship confirmation based on pre-1920 emigration from the former Russian Partition (Kresy).
Due to archival destruction, I have zero primary birth certificates from Europe, but I have certified 1890s population lists, tax rolls, and 1906+1912 voter lists of family members, along with a complete US vital chain. Because the archives in Belarus currently refuse open search requests, I also do not have an official negative search certificate.
Should I assume an automatic rejection at the local Voivodeship level and expect to be forced into the administrative courts to get this approved?
Is it worth it in the end is there any test cases that are like this that have been successful or am I looking at 6 years and multiple appeals all cause I have no vitals .
