Air India refusing to deliver mishandled business class luggage to hotel?

I flew Jetstar from Auckland and then transited in Melbourne to Air India business class to Pune via Delhi. The luggage was mishandled in Melbourne and Air India found it two days later.

However they are now forcing me to travel to the airport to get the luggage because they say it's Jetstar's fault. Is this normal in India or for Air India? Every time my baggage has gone missing previously it's the last carrier that would courier it to my hotel.

Any suggestions? I'm in work meetings all day and it would take 2hrs to go pickup late tonight.

It seems terribly bad customer service to me as I'm cancelling my $6k Air India return flights because of this poor service, so for the sake of a $2 courier they lose thousands.
