For making of your own solid rocket motors, does the ATF require you to purchase one of their explosives licenses? What is anyone’s experience with that?

I have a JNSQ playthru going rn, and I’m wondering if there’s any mod where you can custom create contracts and then do them. Like if I wanted to have a sort of commercial space line that sends Karbals around the Mun, and I would just make that contract.
