Old owner cut the frame looking for a fix

Only owner of this thing cut the frame I’m guessing for a “bobber” look. Well I’m wanting to put a real fender back on. I was thinking of buying a bare frame and cutting the ends off and welding them back on. How would yall go about this? Would yall do what I’m thinking or just make something out of steel?

Fuel leaking

It’s a 1983 Mastercrsft with a 351 Windsor motor in it. Holly 4160 carb. Just put new gaskets on the bowls after I found it leaking thinking it would fix it. It definitely slowed down but still leaking
