Boiler condition

I have been renting an apartment for six months. I came home yesterday to find that the boiler was off. It had tripped the circuit breaker. Microwave, refrigerator and oven were also off. Not sure if they should all be on the same circuit but that is another story. After a series of handyman and heating contractor visits, I found out that water was coming out of two large holes in the boiler exhaust pipe, which tripped the circuit breaker. The heating contractor told me 3 times that I could have died. I guess that pipe is also where the CO2 was supposed to be exhausted. The landlord is paying for a service contract and repairs but when I brought up how long it must have been since the boiler was serviced, she said that was the responsibility of tenants, in particular the tenants before me. Is having a boiler service contract the tenant’s responsibility? I have had several apartments before this one, and it has never come up.
