No-show

I'll be taking a cruise this October with my parents, and the price for my stateroom was cheaper for 2 than 1, so I've put my sister's name down for it. She's not interested in going, though, and we're not getting anyone to replace her.

I understand that I can have her no-show & get taxes + port fees refunded, but how should I go about doing that? Do I mention it to the staff member checking me in? Or do I just check in alone & not mention her at all? I'm really hoping to avoid any potential of them charging me the single occupancy price at the cruise terminal. I'll be sailing out of Yokohama so it's not a port that I'm familiar with.
