Recip Saw Ok?

Will a recip saw be able to handle this stump? I’m trying to drop it be a foot and cut it criss cross so I can pour some epson salt on it.

I thought about using a chainsaw but the stump is too close to the surface.

What is this a sign of??

Recently started noticing light discoloring on my purple Hopseed leaves.

Anyone know what this is a sign of? Root rot?

Am I Incorrect?

I’m currently on SDI and my last payment was on 5/7, which covered 4/22 - 5/5. The prior payment was on 4/23, which covered 4/8 - 4/21.

My back to work date was 5/18 but it got extended by my physician.

Shouldn’t I be owed a payment to cover 5/6 through 5/15?

In ground roots and stumps

What would be the best tool to cut these stumps and roots? I had some trees removed about a year ago but the in ground stumps are still there and getting in the way of some shrubs I’m planning my to plant.

I don’t know them completely removed - just enough for me to plant some shrubs.
