Something beautiful to look at

Got this while checking out the new Home Depot nearby. It might be a sign. LOL. Everything is so nice and organized. I know it's gonna become a mess at some point, but I've considered transferring just to be able to start freshish (D38). The overheads are beautiful and the racks are legit racks instead of shitty planks. 😭 I may actually be able to maintain purge without having decade old overstock.

What does this mean?

This feels like a stupid question, but none of my coworkers have been any help and my boss is never any help with questions. I've been certified for the OP for some time and have never seen anything looking like this. Is it something you need if you're not attached to the OP? I was under the impression that you needed to be harnessed to the OP when you're doing anything with it, so I didn't think it was for that. Unless it's something to attach to the racks that you attach the harness to? That would kinda make sense, but how would you safely transfer to and from the OP? The video just quickly goes over it without much detail, and having never seen or needed it, I'm a little lost. Thanks in advance to anybody who has an answer.
