What is this 4’ tall piece of equipment found behind a building that was once a grave stone cutters? Heavy metal with gears that look like they bring the two horizontal pieces together.

Everything but the butter in the pie crust came off a discount rack for half price or less. Flour, eggs, ham, broccoli, onions, 3 kinds of cheese and cream. I looked at what I paid for each item and estimated the cost of the quantity I used. Being generous it came to about $3. The $.75 was for half a stick of butter which I never find discounted. This is five meals for me.
