Is it me or the number of rats in Tokyo has increased by a lot?

I live in Minato-ku and seeing rats, dead or alive, keeps getting more common day by day. Some years ago seeing a rat was quite strange but nowadays I see more rats than cockroaches.

A person, CEO of a Web3 company, reached me and tried to scam me using the classic fake Teams call and cmd + scam code to update.

Is there like an official public list to add this person as a scammer?
