Is there a way to convert FBX to PMX without Blender? Or how to fix issue in Blender?

I don't know if this is the right place to ask this but there is a model that I want to use which was ripped from a game but it is in fbx format. Basically every tutorial I see is saying to use Blender. I have Blender and MMD tools, but every time I import any fbx, it is just broken. The size is wrong, the bones are wrong, there are black lines all over the place, some parts of the mesh are invisible, the pose is wrong (somehow), it's really glossy looking, whatever. This has happened with every single fbx I have ever imported. I wondered if it was a fault with me or with Blender, so I even tried looking up how to import fbx files, and all they did was import it, which is what I did, and it just worked, but it doesn't work for me and I don't know how to fix it and I tried to look up why it was broken but could not find what I was looking for. The only other tutorial I found that didn't involve Blender for the conversion part required some paid application and I don't have any money to spend, especially for a one-off thing like this. Is there a way for me to do this or fix the Blender problem or should I give up? The only other thing I have is PMX Editor, but it is the Japanese version which for some reason seems to have a completely different layout than the English version at least what I have seen on tutorials, I don't know if it will help though but I though I'd mention it. I'm also a complete beginner at 3D modeling stuff and know close to nothing so if I can't understand what someone is saying I'm sorry
