6700 PLN extra payment for water, last year was 3700 PLN

I’m trying to understand if this is normal or if there’s something I should check. In May 2024, me and my wife moved into a 56 m² apartment in Warsaw. Our monthly payments were:
4,300 zlotys — rent, 1,300 zlotys — “czynsz”, and electricity was billed separately.
In may 2025, I received an annual utility bill with an additional charge of 3,664.91 zlotys. I paid it in full.
Now, a year later, 29 of June I again received the bill. This time, the additional charge is 6,371.80 zlotys.
First annual reconciliation (2024):
- Period: Jan–Dec 2024 (even though we only lived there from the end of May)
- Total surcharge: 3,664.91 PLN
- Central heating: 1,917.65 PLN
- Hot water heating: 781.58 PLN
- Water & sewage: 965.68 PLN
- Consumption:
- Central heating: 22.106 GJ
- Hot water: 58.48 m³
- Cold water: 72.49 m³
Second annual reconciliation (2025):
- Total surcharge: 6,371.80 PLN
- Central heating: 3,790.94 PLN
- Hot water heating: 1,312.52 PLN
- Water & sewage: 1,268.34 PLN
- Consumption:
- Central heating: 33.504 GJ
- Hot water: 78.39 m³
- Cold water: 69.02 m³
I'm surprised that, even though our water consumption has increased a little (cold water consumption has actually decreased a bit), our annual additional charge has risen from 3,664 zlotys to 6,372 zlotys, with central heating costs accounting for most of this increase.
What I don’t understand: if, after the 3,664 złoty bill, they (spolka or who manage it) already knew that the monthly advance payments were too low, why didn’t they ad it to our czynsz? How did it happen that additional payment this year turned out to be even higher?
I asked the landlord to provide detailed annual statement monthly breakdowns of the rent (czynsz), and the meter reading history.
My questions:
- Has anyone else heard about such HIGH additional payments for water/heaing??
- If you've ever paid extra, how much was it?
