do i have to submit the MOEHE equivalency before August 23rd or do i still have time since it says required later? and if i do till when?

I have a 4.00 gpa with a great sat and ielts and ive been stuck on the waitlist for over 4 months. I applied for aeronautical engineering. Is there any hope of getting accepted? Any answers will really help.
