2010 Toyota Prius - ebrake retaining clip

I replaced the caliper and had to bend this clip off to remove the ebrake cable.
From what I found, the clip is not sold separately, and is part of the cable assembly. Is that correct?
Are there any other clips that I can use instead?
If not, can u go without that clip since the cable is held in place through tension on the lever arm anyhow?

Skip Permits?

Is it a red flag when a contractor recommends skipping permits?

I’m getting quotes for a bathroom remodel in an Illinois condo (tub-to-shower conversion, exhaust fan relocation, new electrical, flooring, vanity, and toilet). One licensed and insured contractor told me permits are more trouble than they’re worth and it’s better to “ask for forgiveness than permission.”

Would this make you question the contractor, or is that fairly common advice in the remodeling world?

Edit: I love how unanimous the feedback is and how obvious a decision this is with all that input. This should be a sticky for anyone ever questioning permits themselves. Permits it is! Thanks folks!
