Garlic falling over

Growing garlic for the first time this year and they started out so well. Now they are falling over (not completely, just slanted) and the leaves are turning yellow. I may have planted them a bit shallow but not sure if that’s the reason. Any help is greatly appreciated, thanks!

I’m in MD zone 8a and had this fig tree outside over the winter. I put it in a shed during the coldest/snowiest times to keep it somewhat comfortable. It still looks alive but it hasn’t had any new growth yet, is it still in dormancy this late into the season?
