Here are the possible intereprations:

(1) Gaban is initially referring to Zoro. He only comments on Sanji's potential CoC after Sanji asks him directly

(2) Gaban is initially referring to Sanji. He already knew that Luffy and Zoro had CoC, so there would be no point in mentioning Zoro having CoC again.

(3) Gaban initially refers to BOTH Zoro and Sanji. "Looks like there's more than one of you [aside from Luffy] with CoC [and it's Zoro and Sanji].

First, I begin by laying out what I consider to be (roughly) the correct ranking:

Luffy, Zoro, Sanji, Jimbei, Robin, Franky, Brook, Nami, Chopper, Usopp

Now here are some of the hot takes I think we would get from each Straw Hat:

Luffy: He would say that Zoro=Sanji

Sanji: He would say he's the #2 of the crew. Also, he'd underrate Robin and Nami. He'd likely put Robin last among the middle trio, and he'd put Nami dead last among the crew.

Franky: He would think Luffy > Zoro > Franky > Sanji. He'd think he's above Sanji

Nami: She would put Sanji above Zoro

Usopp: He would think he's above Chopper and Nami.
