Upgrade/Accessories Scam -- Need advice

I would like the community's' opinion and advice on how to proceed with the following situation:

Walked in to an authorized dealer to purchase a new phone to replace a broken one. The "rep" explained he wanted to create a new line for the promo and then cancel it at the end of the month and all these other things. I declined and told him I just wanted to purchase the phone and activate it. At this point, I guess he took this as a green flag to scam me for the full price...

They did all of the following without my consent and absolutely deceptively....They added a line to the account, activated the promo, swapped the device and left the ghost line lingering on the account on a device that I do not recognize or possess. Then they loaded the phone up with accessories which they said were "complimentary" and charged me 378 for a Samsung A17, supposedly. They also did not produce a sales receipt -- which I'm certain would be for the accessories (A phone case, screen protector and a cheap battery operated bluetooth speaker).

I contacted metro, the customer service rep took my complaint and filed it, requesting an investigation. She was very empathetic and upset with the situation. She transferred me to her manager since I requested to initiate the refund process. This is where everything took a turn -- the supervisor basically had a very dead, insincere tone and the following was the takeaway from the conversation:

-The allegation is serious and will investigated.
-Metro "cannot" initiate the refund process.
-I must deal with the "authorized dealer"
-He said that no other department or position can take any action on this account
-He explained that the retention department will not be of any assistance

I haven't gone back to the "authorized dealer" yet and they won't answer their phone. My question to the community is -- what do you think of this situation and what do you suggest I do from here?
