-These two should be pretty obvious and are interchangeable I have shanks over bc of portrayal and how much he means to the story

3.Dragon
-This is based of portrayal and narrative as he has no feats, he is the son of garp father of luffy, the leader of the revolutionary. The only MONKEY D in his prime

4.Akainu
- Fleet admiral, Big end game player, his portrayal with how the marines are at there all time buggiest under him, him having one of if not the best offensive devil fruits in the series, and while they fought for ten days he did a lot more to kuzan than Kuzan did to him and had Kuzan at his mercy-little head canon but I’m sure he has conquerors specifically unlocking it in the fight against Kuzan and he’s only been getting stronger since then

5.Blackbeard
-Portrayed as the final villain, scarred shanks, shanks sees him as a huge threat, Son of ROCKS, his bloodline, 2 op devil fruits and obviously has another power that’s being hidden, and since marine ford his growth is on par with a luffy’s

6.Luffy
7.Loki
- these two are self explanatory and for me are neck to neck for me but I have always given luffy the edge and now with this new chapter he might of just solidified it

8.Shamrocks
- I have hope for shamrocks he’s the last hope of the holy knights, he is Shanks twin brother, leader of holy knights, has awakened devil fruits sword, and even his statement to Loki how if he wasn’t changed he could still beat him which I don’t think he does but I do thinks it’s extreme diff, and then you have the holy knights contract boost which only makes him stronger

9.Kuzan
10. Kizaru
-these two were the ones I choose to round out my top ten they are top tiers above any YC or YC+, there is current old gaban and Rayleigh which I do think they beat them out of their prime, as for the elders I was think since they don’t have conquerers they won’t be able to kill them but they are very much stronger and beat them easily in terms of power

These are most the main reasons why my list is this way I probably missed a few things and probably explained some things badly if you have any counters I’m open to debate and having my mind changed.

This is as of CURRENTLY this list can easily change in the next chapter or few especially with recent events going on in the story
