Was looking to pick up the stormpiercer spell and everywhere I looked mentioned there were two locations to get it. Off a dead body in the hills behind Theud village and some trader.

I was near Theud for the main quest so beelined there but can't for the life of me find where these guides and videos are pointing to. Where there should be hills near the statue is just a chasm to the sea. Either half my village hasn't loaded in or the map has changed recently? If it's the latter would I be able to find the spell at all in Theud or is the trader now the only way?
