#Great Waterfall Jutsu

A Rank jutsu

Stated to be an advanced ninjutsu that requires fair share of chakra. Showed to be a level above Water Dragon jutsu. The amount of water it uses is so great that the lake Kakashi and Zabuza fought on got drained.

The water rises several dozens of meters, it is strong enough to hollow the ground and uproot the trees. It's compared to a Natural Disaster. Another jutsu that is also compard to Natural Disaster for example is Kakuzu's Wind Style Pressure Damage jutsu.

The Great Waterfall jutsu was strong enough to defeat Zabuza when it landed.

#Water Dragon Jutsu

B Rank jutsu

The jutsu uses large amounts of water that takes shape of a Dragon. Used with the purpose of dealing physical damage, and is stated to have formidable might.

#Water Shark Jutsu

B Rank jutsu.

The mass of water takes shape of a shark and is used with the purpose of dealing physical damage.

It doesn't use as much water as Water Dragon, but unlike Water Dragon which has emphasized power in it's description, Water Shark emphasizes speed.

#Water Wall Jutsu

B Rank jutsu.

First defensive Water Style. The water is manipulated to create a wall either in front of the user or fully around him. The strength and resistance of the walls depends on the amount of the water that's used. The amount of the water and durartion of the wall is controlled by the caster.

Kakashi used it to succesfully block Itachi's Water Fang Bullet Jutsu. Tobirama used it to counter Hiruzen's Fire Style Dragon Flame jutsu.

But it still has limits. In fight against Kakuzu, Kakashi's Water Wall was unable to counter Wind Style powered Fire Style.

#Water Clone jutsu

C Rank jutsu.

The clone uses water as a medium. The clone can be used to fight in physical combat or for diversion.

#Hidding in Mist Jutsu

D Rank jutsu.

User creates a Mist by lifitng water, and it covers large area. The mist thickness is controlled by the amount of chakra users puts into it.

In the anime Kakashi used it against Itachi's 30% clone to counter the Sharingan.

In the manga It's a bit more ambiguous. When Kakashi fought Zabuza, right at the start of their fight during their exchange of Water Clone feints Zabuza states that Kakashi himself used Kirigakure Technique of Hidding in the Mist to hide himself, while making his clone say a line to convince Zabua that's the original.

There's a possibility that Zabuza meant Kakashi used, as in took advantage, of already existing mist from Zabuza's jutsu to hide himself, rather than Kakashi used the jutsu himself.

Why I am leaning to the other interpretation is that the idea of the fight and introduction of Kakashi's Sharingan was to show his copy abilities.

Kakashi copied Water Clone jutsu right before that, and later copied 2 more Water Style jutsus from Zabuza. So it makes sense that he'd copy this one too.

And right before Zabuza attacks, we see that Kakashi performed a hand sign, which implies he casted a jutsu. Another reason is the fact that Zabuza didn't notice when Kakashi swap places with his Water Clone, so It does make sense that Kakashi used mist jutsu to make the fog thicker, so it's easier to perform the Water Clone strategy without being noticed.

Didn't include the really obvious ones, top tiers that stomp him neg diffs or the kids/genin that he stomps neg diff.

There are some obvious ones ofc, like 3rd Raikage who low diffs him or Ebisu who he low diffs. But It's not as bad as putting SPSM Naruto or Kid Choji.

Tbh I only included Ebisu cuz I included all the Special Jonin already.

Also limited the characters only to one version so it's not crowded, and I tried to pick the most interesting form of them.

Overall Darui is on the upper end of High Jonin lvl, with only a few High Jonin lvl shinobi being able to beat him, and those being close fights. The rest are all Kage Lvl shinobi.

The ones he beats on this list are mostly Jonin lvl, and a lot of them are High Jonin lvl and literally the strongest or one of the strongest Jonin in their villages, such as Kankuro and Temari for Sand, Seven Swordsmen of the Mist for the Mist. Gari, Akatsuchi and Kurotsuchi for Iwa and Clan Heads, Yamato, Fū and Torune for Konoha.

#Ninjutsu

Sasuke def takes the strength of Ninjutsu due to Kirin and has 2 Elements. But Mei's ninjutsu has more AP on average, and she is more versatile, actively using 4 Elements (2 Kekkei Genkai). And she has some impressive Water Style jutsus.

#Defense

This one could easily go either way. Sasuke has Chidori Stream, Snake Skin, and can use Snakes spinning around his body as a defense. As well as use his wings in CM2, but that's part of his body, more of durability feat.

Mei has Water Pillar Formation, kind of like upgraded or better version of Water Wall Formation. She used it to beat Madara's Fire Style. Her having Water Pillar Formation means she likely has Water Wall as well. Can use Hidding in a Mist jutsu, which isn't direct defensive ability, more like indirect by preventing attacks getting to her by hidding her presence. Acid Mist creates a "protective" zone, damaging opponents that want to get close.

Mainly gave this one to Mei due to Madara feat.

#Versatility

In ninjutsu specifically Mei is more versatile. But in overall combat Sasuke easily takes it.

Sasuke can fight in different types of combat, he's good everywhere. He's good in taijutsu and close combat in general. Can fight a ninjutsu battle as well due to having 2 Elements. Can fight at close-mid range. Can fight a genjutsu battle too, and he can fly due to having wings in CM2. Has good defense abilities and has great durability in higher form (CM).

Only thing Mei has over Sasuke is better ninjutsu versatility and long range.
