Is this broken, right? I tried to install the hands until I noticed this. This is mine, and the other picture is an example of what it should look like. It seems like this part is damaged/missing, so the hands don’t fit properly. Am I right?

I’m having an issue with an NH35 movement and I’m hoping someone here can point me in the right direction.
The movement looks to be in good condition, but the balance wheel doesn’t start oscillating at all. I’ve tried both manually winding the crown (around 30 turns) and spinning the automatic rotor, but the balance never starts moving.
Here are some observations:
The movement receives manual winding normally.
The automatic rotor spins freely.
The balance wheel remains completely still.
Even if I gently nudge the balance wheel with a pegwood, it only moves slightly and immediately stops. It never begins oscillating.
I don’t see any obvious damage to the hairspring, although I’m not sure if I’m missing something.
I’ve attached a photo of the movement and marked the balance wheel.
I’d really appreciate any advice or troubleshooting steps before I start disassembling the movement.

Do you know of any suppliers or AliExpress stores that sell dials with the Seiko logo already printed on them? Most of the ones I find are sterile (no logo), and I'd like to use Seiko-branded dials for my builds.
I mainly buy my parts from AliExpress. Honestly, I haven't had any problems with it so far, but I was wondering where you guys buy yours. Do you have any trusted suppliers or websites you'd recommend instead of AliExpress?
Do you think it’s really worth it? Sometimes it’s hard to keep a steady hand with the manual hand setters, and I’ve even bent a few hands because of it. Can anyone who has one confirm whether it’s worth buying? Thanks!
