Western arcade style games?

Smash TV? (I haven't played the arcade version yet but it looks like you can't circle strafe indefinently due to the size and shape of the stage and where enemies spawn.

What makes games like those below look so unpolished, flat and unappealing? Is it the models? Is it the lighting? Textures? I never forgot how ugly DD:N was and I'm just finding out that they also made C:OG 10 years later, so they haven't learned. But they have made a bunch of games and their more traditional 2d ones look pretty good but all their 2.5d ones look like crap.
And yet I look at older, more rudimentary games like DOA 2 in the arcade, or Under Defeat - which is a mid to low budget 20 year old arcade game and it is way more visually appealing. Maybe something that rudimentary can't be compared and relies more on traditional artistic properties like composition. The attract mode on Virtua Fighter 2 is still hot with the mo cap and camera work but the actual gameplay isn't as appealing looking.
