
Recieved a bag of data from Pakistan. Where do I deliver it to download it to the database?

Is this your cat? He followed me home on capitol hill, did not seem comfortable outdoors, but very comfortable around people. He's at my house now and has water and a box of cat treats i got from a dude at the pub he wandered into. i Jerry rigged a litter box out of some dirt and a storage bin, hopefully he figures it out. I'm going to get real cat food and bring him to the vet to get checked for a chip tomorrow morning. Anyone got any other ideas to reunite him with his family?

I want to power a 3.3v microcontroller and a string of 5v LEDs off a single 18650 battery, set up so that the orientation of the battery doesn't matter. I don't strictly need to also charge them, but it'd be nice to have.
Is there a way to do this that doesn't waste too many mWh? I could put it through a rectifier and then a dc-dc converter but I haven't found any that operate efficiently in the one-small-battery regime, and the diode forward voltage is inconvenient because it makes the "paste this application note in your schematic" bits of PMIC datasheets not work.
I Would like to pull ~3.5w average and ~20w peak for flashes (a lot of battery changes, hence making them idiot proof)
I've also seen some circuits that do it with MOSFETs but haven't seen one that is designed for the parameters I need and I don't understand them well enough to adapt to my needs.
