I heard that not all selected candidates got postings and there is some reason behind it. does anyone know what is the reason?

I want to start reading Hindi books. The main problem is that all books I have read in Hindi are sad and depressing which prevents me from enjoying them. I wish to find some happy and fun literature in Hindi.
