Can anyone understand what the police helicopter flying over Carlsbad village is saying? Any idea what’s going on?

Any advice for someone moving solo to Carlsbad without knowing the area or anyone there? I’m looking for intel on places to go, ways to meet people, good sports bars, social groups, restaurant recommendations, etc. Any advice is appreciated :)
