What do I do about someone living out of their car on my block for over a month?

Looking for some advice from anyone who’s dealt with this in Philly.

There’s been a guy living out of his car on my block in South Philly for over a month now.

Normally I’d just mind my business, but it’s gotten to the point where it’s becoming a sanitation/quality-of-life issue.

He’s urinating into cups and then leaving the cups of piss sitting on the street. The car hasn’t moved and this has been going on for weeks.

I’m not trying to be an asshole about someone being homeless, but leaving human waste on a residential block isn’t something we should just have to accept either.

Has anyone dealt with something similar? Is 311 actually the right route for this? Police district? Homeless outreach? Abandoned vehicle complaint? I’d rather have the city/outreach handle it appropriately, but I also want the situation addressed.

What’s the best way to actually get someone to come out and deal with it?

edit: Mods, go ahead and lock this post.

I’ve received several genuinely helpful answers and resources, which is what I was looking for. At this point the comments have mostly turned into arguments and personal attacks rather than anything productive, so I don’t think there’s much benefit in keeping it open. Ihave the information I need.

Appreciate it—thank you to everyone for helping.
