Need Professional Advice Regarding Foundation Construction During Monsoon/Rainy Season

Hi,
I am planning to construct my house in a rural area of Punjab, Pakistan, and I have hired a contractor who is considered a reputable and experienced contractor in the area.

The excavation for the foundations has already been completed, but no concrete or structural foundation work has been started yet. The foundation trenches are approximately 3 to 3.5 feet deep, and according to the contractor, the soil has been properly compacted/pressed to reach a hard and stable level.
However, the monsoon season has now started, and rainwater is accumulating in the excavated foundation trenches. A few days ago, we used a generator-powered pump to remove the water, but it rained again this morning and the foundations are once again filled with water.

Contractor’s View

According to my contractor, there is no significant risk in starting the foundation work during the monsoon season, provided that concrete is not poured during rainfall or immediately before heavy rain.

All accumulated water will first be pumped out.
Foundation work will begin once the rain has stopped.
They will try to complete the main foundation work within 2–3 days.

If it rains 6–8 hours after the concrete has been poured, it should not cause any significant damage to the foundation.

If the foundation has been constructed properly, water accumulating around it afterward should not create any major structural problem.

Proposed Foundation Work

According to the contractor, the work will proceed approximately as follows:

All accumulated water will first be removed from the foundation trenches.

Stones/aggregate, locally referred to as “Bajjar”, will be placed in the foundation.

The required cement/concrete mixture will then be applied and properly compacted.

A concrete base approximately 6–8 inches thick will be constructed.

Masonry walls will then be built above it, gradually reducing in thickness:

approximately 27 inches
then 21 inches
then 18 inches
and finally 13 inches.

The foundation and masonry will then be raised to the required ground/plinth level.

My Main Concern

My main concern is whether it is actually safe to start the foundation work under these conditions, considering that the foundation trenches are repeatedly filling with rainwater.

For example, if we pump out the water, properly prepare the foundation, pour the concrete, and then it rains 6–8 hours later, could the rainwater:

Affect the strength of the concrete?
Affect the soil underneath or around the foundation?
Affect the soil compaction or bearing capacity?
Affect the masonry work?
Cause any long-term structural problems?
Reduce the foundation’s ability to carry the load of the house?

I would particularly like to understand the difference between water used for controlled concrete curing and uncontrolled rainwater accumulating in or around the foundation.

Questions for Civil/Structural Engineers and Experienced Contractors

I would really appreciate guidance from civil/structural engineers and experienced contractors:

Is it technically safe to start the foundation work during the monsoon under these circumstances?

After pumping out the water and preparing the foundation, how long should we ideally wait before rainwater can safely come into contact with the newly poured concrete?

If it rains approximately 6–8 hours after concrete placement, can it affect the concrete’s strength?

Is there a difference between rain falling directly on freshly placed concrete and water accumulating around the foundation after the concrete has already started setting?

Since the foundation trenches are repeatedly becoming waterlogged, could this affect the soil bearing capacity or the compaction that has already been done?

Should we have a civil/structural engineer inspect the soil and foundation excavation before pouring concrete, especially since the foundation has already been flooded with rainwater?

Does the foundation soil need to be completely dry before construction, or can work safely proceed on soil that is wet but still stable and properly compacted?

Is the proposed sequence of stone/aggregate → concrete → 27”, 21”, 18” and 13” masonry walls technically appropriate, or could the soil condition and house design require additional PCC/RCC, reinforcement, damp-proofing, or other structural elements?

Most importantly, if you were in this situation, would you start the foundation work now or wait until the intensity of the monsoon decreases?

I am not trying to unnecessarily challenge my contractor. He is experienced and reputable, but building a house is a major investment for me, so I would like to get an independent professional opinion before proceeding.

I would greatly appreciate advice from civil/structural engineers and experienced contractors.
