Vici is one of those shops that Always has an active coupon code. It changes daily but is blasted right on their homepage and every other page on their site. Usually 25%-35% off depending on the day, sometimes higher.

Rakuten offers 2.5% cash back at Vici.

I get that Rakuten has rules that deny cash back if you use a coupon code, but it would be stupid to not use Vici's own coupon codes for a significantly higher discount.

Which means that Rakuten's cash back offer is rendered useless 100% of the time since Vici always has their own active coupon code, and no one is not going to use that.

There's also nothing on Rakuten's pop up that indicates using a coupon would void cash back at Vici. You would need to go root around on Rakuten's website to find the disckaimer since Rakuten's pop up button fails to mention those terms.
