Where can I buy shares after opening a free account? ADCB and other banks require you to open a finance account which has some payments attached to it

Is there any other way?

I want to open a fully operable bank account for my mother so I can transfer funds to her regularly for her use

Which will be best bank for a non-working person that allows you to maintain a 0 balance
