I was wondering if there are any open spaces in Oulu that can be used for doing basic car maintenance stuff like oil change, tyre change etc. If not, are there any garages or workshops that can be rented out?

I have been looking to buy an e92 325i and wanted some opinion related to the maintenance. Is it worth buying an e92 that is ~200-300 km driven? My main concern is the maintenance and since I have never really gotten my hands dirty with any car before, I am only afraid about the maintenance part. Also, I don't want to end up spending more on the car than its own price.
Any help would be appreciated, thanks!
