Neglected kitty. Who do I call for help?
Sadly that is matted hair and most likely painful and perhaps infected. And eyes are not healthy either. Owner would not come to door only spoke through Ring Camera Door Bell. I asked if I could groom cat and pointed out that there was no fresh water for cat. (She said there was water on stoop, but that was the green and slimy swamp water). I came back with some food and fresh water. Kitty is very friendly and came to me right away. Advice from cat lovers out there?
