I want to grown a new lawn in this area but can’t afford turf to be put down. Seeding seems the cheapest option. Can anyone tell me how best to go about growing grass from seed. The existing soil is incredibly hard and compacted. Should I rotivate then buy new high grade top soil down then seed? What type of seed? My kids will be playing football etc on this grass

Ive tried getting rid of the moss using treatment and seed over and over.. this time I thought i'd try scarifying. Pretty sure its worse than it was. Any suggestions?
