Need a notary public

Hallo zusammen! I need a notary public for a simple form and the notaries I've contacted all say that they don't have time. This would honestly take 5-10 minutes so I'm a bit confused. In the US, you can usually walk in to a bank or a postal company and get something notarized right away. Of course I'm happy to make an appointment or do whatever is necessary if I can just find someone who will do it.

The form is going to another country to allow someone to request birth certificates on my behalf. Any suggestions for notaries that you've worked with?
