Eastern Prickly Pear?

I need a help identifying if this is an Eastern PP 🌵

I’ve had it for 2 years, but it’s never bloomed, or grown any taller than this after its initial growth spurt. I’m in Kansas zone 6, and have always moved it indoors for the winter, but am researching if I should leave her out year round moving forward.

I just repotted it into this 20 gallon planter from a much smaller terracotta pot, using black gold organic cactus potting mix.

I just transferred from custodian, level 4/step I, I was maxed out on the pay scale, regular since 2014. I am now in customer service as a level 7, and on my new form 50, it states I’m a level 7/step G. I somehow managed to drop 2 steps, bare minimum I should’ve equally scooted across as a step I, but technically shouldn’t I have gone up to step L, which is top of the pay scale for me?
