Paying for solar lease as renter?

Got my lease and it lists "solar" as something the tenant pays for. When I inquired, they said

> there will be an estimated monthly solar lease payment of around $200, which is intended to help reduce the overall electricity costs.

But I have a few issues with this. Why am I paying for your installation/lease? What if the system breaks, or doesn't even provide $200 worth of electricity that month? Also, why is it "estimated"?

This also feels slightly fishy as I am in CA and solar installation is required on new builds for several years now, and this townhouse is only 2 years old. I assumed it would come with solar, but they said "the solar company went out of business." Then what am I paying for?

So I'm wondering if any other renters are paying for a solar lease, how it works, and if I'm being too anal about this.
