What is going on with NA ranked match making? Unranked, bronze, silver, gold and plat in the same lobby.

Most of my games are just with high gold/low plat people, which is consistent and reasonable. This game was weird, never seen such wide range of skill levels outside of normals (btw I feel like many years ago normal matchmaking was way better, now it feels pretty random).
And no, it is not just visual rank, the bronze player (Caitlyn) was struggling, clearly had a lower skill level. Same with the silver Mel, she managed to get fed early, but could not do much because her mechanics and macro were lackluster: she kept getting caught out of position and completely lost the lead by the end.
This season I climbed from silver to plat, so I recognize the skill level just by seeing how they move in lane, roaming the map, contesting objectives and dealing with vision. This Mel and Cait were genuinely bronze/silver. Is match making quality being degraded?
