
Shifted to net billing unfairly? Can anything be done?

My friend installed an on grid solar system on his home last year in August, and successfully got a net metering contract (ie, he has the paper document for net metering that describes his system, the net metered connection, and the duration of the contract). Furthermore, his bill clearly states "Your net metering license expiry date is 13/08/2032".
This was all before the net billing thing was even mentioned. Unfortunately, his MCO got delayed internally in IESCO (which I know happens sometimes). As far as we understand things, when the government tried to introduce net billing, they froze processing of all documents for a while. So, his MCO was stuck. Despite having an AMI meter, the bill only showed a single reading.
He complained to IESCO a few times, directly, as well as through his solar installer. Eventually the MCO went through roughly a couple of weeks ago. They've adjusted the bill based on the export of units over the last year (his connection is 1 year old), but it seems to be on the basis of net billing, since he received roughly Rs. 8.xx for each exported unit.
The problem is that his bill under "Category" says net billing, and at the same time, lower down, mentions "Your net metering license expiry date is 13/08/2032". He also has the official contract for net metering. What should he do now? Is there any chance to get this fixed to a net metered connection?
