I get all hyped up prepare to dance and goat away, but it just flops...

Why the Ocean keeps spamming Quality tools at me????
Is this a meme now? I am 300+ days in on my super old interloper run (started right after the first DLC) and decided to try beachcombing for the first time ever on CH (was too scared before). And this game on the very first three days gives me a new quality tools EVERY SINGLE DAY!!!
Man, I have looked for this thing everywhere, and found only two, and I have looted every map except a couple. And now I'm just harvesting the fifth for scrap, to hell with it.
BTW, beachcombing is waay easier than all the youtube videos I've seen. The loot is mostly on stable ice, and the funniest thing is huge wooden chests and metal lockers that keep washing up. I'm still waiting for a car to appear after a blizzard at this point!
