When I called my phone number, someone else answered

Hi - looking for any help to resolve this issue.

Today, a friend called my (carrier-assigned) phone number today and someone (not me) answered it.

Then, from my phone, I dialed my own phone number. Google Voice answered and asked for my name before connecting me with the person I called. Then phone rang, and someone answered, whom I spoke to. They were unhelpful/rude, and I couldn't figure out any info about how they were using my phone number

More details:

  • I used GV a long time ago, and I'd linked my carrier phone number to my account, but haven't used it in a while it had expired
  • Today, I re-linked my phone number to my GV account and verified my account.
  • Then I went to https://voice.google.com/u/0/regain and unlinked my number from all accounts (including my own)
  • I re-linked my phone number to my GV account.

At this point, theoretically, my number should have been de-linked from all accounts, and re-added back to my own.

I called my phone number again, and I got GV again asking for my name, then it rang. No one answered and it went to a voicemail (that was not mine).

Any ideas of how I can fix this?
