I got selected for PhD in Electrical engineering department, I know that the experience can be highly subjective based on the guide, but how is the research culture and environment in general of the department?

How are PhD students treated?

I got admission in both IIT Bombay and IIT Delhi for PhD in electrical engineering department. Which is better in terms of research and general environment for PhD students.

I know that the experience will be highly subjective on the guide but in terms of campus life, environment and research culture which would be a better option?
