Upstairs neighbours impact noise is very loud. Is this lack of proper insulation?

For a quick context: I live with my partner on a ground floor of a classic 1930s 3-story building in the city.

Our upstairs neighbours are a family with young kids so there is a lot of running, which despite being absolutely normal and acceptable, is also incredibly noisy. It's impact noise, which I can hear as loud as if someone was walking/running inside my house.

We have met the neighbours, they were very nice, and even made adjustments to reduce a loud noise that was happening almost every morning right above our bed which was startling us and waking us up (it was a workout machine).

What I wonder is, is it normal to hear their noise so loudly? Is this lack of insulation and if so, is this something that is okay for us to bring up to the VVE later on? (I don't want to be the annoying neighbour who moves in and starts complaining) I can make adjustments like wearing headphones and such, but it does seem like an abnormal loudness coming from just footsteps, a vacuum cleaner or someone running. Then again, I've never been a downstairs neighbour.
