I think like most people I by default assume they're siblings in any situation. Personally I dont see the niigo kagamines as related, since the denizens of the empty sekai feel less like people and more like concepts, if that makes sense? They dont act like they know each other at first either. Theyre most likely to be in the "mirror of each other" category.
I'll throw in MMJ kagamines for some diversity as well, they can be an idol duo with the stage name Kagamine without actually being twins and that would be interesting.
